Senior Budget Analyst

Location:      Washington, DC

This position is to support the National Nuclear Security Administration (NNSA) Office of Nuclear Incident Response (NA-84) in documenting and tracking the execution of its budget. The focus of the work will be on managing and monitoring current year budget execution as well as planning future budgetary programming. The Senior Budget Analyst will provide direct support to NA-84 and will work closely with the NA-84 director, deputy director, program managers, and other staff. The Senior Budget Analyst will be expected to interact with and brief leadership on budget decisions and impacts while meeting a broad array of recurring and established needs in an immediate, high-pressure, and quick-turnaround environment. The Senior Budget Analyst will develop working relationships with budget analysts at the Department of Energy (DOE) sites where NA-84 executes work and ensure products are produced with a consistently high quality. In addition, the Senior Budget Analyst will serve as an on-call member of an emergency response team to support response operations in the DOE headquarters Forrestal building.

Responsibilities:

  • Receive input from program managers in NA-84 and at the DOE labs and edit Project Execution Plans as required. Review budgetary plans for accuracy and consistency, maintain an archive at headquarters, and distribute to NA-84 program managers and budget analysts at the DOE labs.
  • Apply training in budget analysis tools for the creation of deliverables which will integrate budget execution data and budget funding tables.
  • Track the funding the Office provides to approximately fifteen DOE sites using multiple accounting codes. This includes tracking funding authorizations, obligations, and costs, as well as reconciling values across several different systems.
  • Review all Approved Funding Program documents and Work Authorization Statements related to NA-84 work for accuracy and consistency.
  • Identify flaws and potential improvements in the budgetary processes and collaboratively seek out solutions.
  • Track funding received by NA-84 from other agencies through Interagency Agreements (IAAs) and Military Interagency Procurement Requests (MIPRs), and complete the process to assign the funding received to the DOE labs and contractors as directed.
  • Complete the process of transferring funding from NA-84 to other agencies through Interagency Agreements when directed.
  • Use DOE Department-wide budget tracking software tools, NA-84 web-based budget tracking tools, and Excel documents to monitor budget execution and generate reports. Be able to explain these tools to program managers in a professional manner.
  • Work with budget analysts and program managers at the DOE labs that support the program to ensure budget execution follows the Office’s goals and direction.
  • Attend meetings and conference calls related to budget, and provide summaries to NNSA leadership and staff.
  • Support emergency response operations and incident management when necessary as a member of the Emergency Operations Center (EOC) or Nuclear Incident Team (NIT) staff. As a member of the EOC or NIT staff, track personnel, team deployments, requests for information and status of operations; prepare briefings and reports; and coordinate information with other operations centers and deployed teams. Working during non-standard hours, weekends, and holidays may be required.
  • Serve on call when required, typically for one week each month, and report to work within two hours of notification.

Required Qualifications:

  • Bachelor’s degree plus 5 years’ experience.
  • Must be able to process a diverse amount of budget and project management information and present budget issues in a clear and concise manner to various program managers and directors.
  • Must be organized and be able to produce the necessary budget information and analyses upon request from management.
  • Familiarity with DOE budgeting operations is a must.
  • Must be detail oriented to ensure consistency between budget documents and tracking systems.
  • Ability to solve problems, sometimes with little or no direction. Ability to work independently on budgetary issues.
  • Familiarity with budget terminology, ability to read and understand budget documents and analyses, and ability to quickly learn new budget systems.
  • Good math skills and proficiency in the use of spreadsheets, databases, and financial analysis programs; comfortable drawing information from multiple sources and generating reports and professional summation e-mails from the results.
  • Proficiency in using Microsoft Office, with expertise in using Microsoft Excel.
  • Strong, clear, and concise communication skills to explain budget status to managers.
  • Willingness to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the client.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers, sometimes under stressful conditions.
  • DOE site access will require the qualified candidate be a U.S. citizen with the ability to obtain a “Q” security clearance. The candidate’s written consent to conduct a background check and a pre-employment drug and alcohol screening for the purposes of obtaining a security clearance may be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
  • Work after hours, extended shifts, and on weekends when required during emergency responses and exercises.
  • Travel may be required.

Desired or Preferred Qualifications:

  • Master’s degree in accounting or a related field.
  • Minimum of three years of DOE job-related experience.
  • Experience in budget and accounting; experience in government budget and accounting is preferred
  • General knowledge of agency organization and structure.
