Environmental Safety & Health Program Analyst

Location:      Germantown, Maryland

This position will support the Department of Energy’s (DOE) Office of Environmental Health, Safety and Security (EHSS). EHSS is responsible for policy development and technical assistance; corporate safety, including analysis and security programs; and education and training throughout the DOE Complex. The Assistant Undersecretary for EHSS advises the Secretary and the Deputy Secretary on all matters related to health, safety, environment, safeguards, and security across the DOE Complex. This position will provide support in the analysis of safety data that will be used in making programmatic decisions and influencing DOE policy.

Responsibilities:

  • Formulate and develop required methodologies, techniques and tools; evaluate data, prepare reports for analyzing data and associated presentations for analysis findings.
  • Maintain an in-depth understanding and operational awareness of the DOE Complex.
  • Develop effective presentation of significant findings that reflect a high level of professional competence and are defensible against critical evaluation.
  • Organize, coordinate and synthesize the contributions of others in addition to the incumbents own investigative analysis and evaluation efforts.
  • Utilize judgment and expertise to define alternatives, constraints and assumptions.
  • Work closely with engineers, scientists, and others to create, revise, and edit technical documents, spreadsheets, graphs, and other deliverables.
  • Develop and write presentations, reports, and other products per our client’s needs that convey technical information in easily understandable language.
  • Perform studies to develop and improve methodology for data analyses and evaluations.
  • Research various multi-disciplinary organizations and topics and apply that research to our client’s needs.

Required Qualifications:

  • BS degree in Engineering, Science, or Math from an accredited university with 3+ years of experience preferred; or equivalent combination of education and experience.
  • Must possess a passion for research and understanding, and an intellectual curiosity concerning the context of the data to be analyzed.
  • Must possess a willingness to learn the history of the DOE and its past operations.
  • Skilled in the use of databases, spreadsheets, and computer modeling and statistical analysis; comfortable extrapolating information from multiple databases and generating reports on the results.
  • Demonstrated writing and editing skills in the creation of documents, plans, procedures, and proposals.
  • Skilled in articulating complex issues at a level easily understood, in both oral and written form.
  • Willingness to work directly with clients in an environment that changes rapidly, and requires occasional long hours; must possess a mature approach to the personal interactions between a consultant and the client.
  • Must be an independent self-starter with excellent organizational skills and an ability to multi-task and be comfortable working with a team of technical experts in varying fields of scientific and engineering disciplines.
  • Extensive experience with the Microsoft Office Suite including advanced word processing using Microsoft Word, as well as, Excel, PowerPoint, and Outlook.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access will require the qualified candidate be a U.S. citizen with the ability to obtain a security clearance. The candidate’s written consent to conduct a background check for the purposes of obtaining a security clearance may be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.

Desired or Preferred Qualifications:

  • Experience in the DOE Complex is a plus.
