Since its earliest beginnings, PEC has provided expert-level consulting to government and commercial clients in the areas of project portfolio and program development. Large enterprises rely on our services to help plan and execute their programs. For example, PEC personnel have supported the Department of Energy's environmental cleanup program since its inception in 1989, bringing extensive field and headquarters experience and a deep programmatic knowledge to bear in support of the world's largest and most complex environmental cleanup. Employing recognized leaders and experts from a number of other Federal agencies and industries, we bring similar experience to all of our clients. Skills

Strategic Planning / Portfolio Management

PEC offers Federal and commercial customers a wide array of consulting services related to strategic planning, portfolio management, and program development. Recent projects have included:

  • Decision-making support for Budget, Acquisition, Project Management and Compliance
  • Identification and evaluation of cost and other impacts of alternative program priorities under various funding scenarios
  • In-depth analyses of program data to optimize use of shrinking resources
  • Improving transparency and communication of large programs

Human Resources/Work Force Planning

The PEC Team has supported a variety of federal agency clients in the areas of Human Resources, Work Force Planning and Analysis, and Succession Planning including developing specific knowledge management processes and protocols to support succession and workforce planning. According to OPM, more than 31% of the federal workforce is eligible to retire by 2017. PEC is supporting several agency clients (DOE/EM and DOL/OSHA) in succession planning, workforce planning, and management/executive leadership assessment and development programs critical for federal agencies to successfully carry out their missions during this exodus. Specific support to federal agencies and capabilities in this area include:

  • Performed quantitative and qualitative analysis of workface planning, competency management, and succession planning data including developing skills gap analysis and supporting other human capital initiatives for EM.
  • Developed HQ and complex-wide workforce planning and succession planning programs, reports, and briefing materials for EM.
  • Developed and actively participated in executive leadership training and development efforts including establishing management assessment centers, conducting executive leadership exercises, and performing assessments of trainees who will become the next generation of government executives and leaders/managers for OSHA and EM. Work has supported both employee development and also selection of employees for management or executive positions.
  • Evaluated the results of the DOL employee viewpoint survey and fed those results into efforts to strengthen management/staff interfaces and interactions, management development and leadership training programs at DOL (DOL survey results were among the lowest in the federal government).
  • Performing executive coaching, management coaching, and training employees on creating individual development plans (IDPs) for OSHA.
  • Evaluating and providing our clients with best in industry and best in federal agency practices for managing workforce activities, succession planning, and knowledge management activities.

Budget Formulation / Evaluation

PEC has developed a formidable capability to perform detailed analyses of complex project/portfolio budget formulation data and advises clients on both strategic and tactical options, scenarios, and associated impacts. During execution we also evaluate budget impacts against strategic and operational plans and advise on strategies to mitigate effects of under-performing portfolio elements.

Powerful Data Analytics

PEC synthesizes complex and disparate data to produce true insight for our clients. We use both commercial and custom state-of-the-art tools to enhance analysis and present results in a meaningful and understandable way, including powerful graphics and dashboard outputs. For example, our team supporting the Department of Energy develops and integrates cost, schedule, performance milestones, and other program data to inform senior management during the annual budget development cycle. Support includes:

  • Estimating impact of various funding levels and alternative program priorities on life-cycle cost and schedule
  • Assessing potential return on investments of various proposed field initiatives
  • Providing cost contingency analysis in support of the Department’s annual Environmental Liability statement
  • Developing a portfolio of investment opportunities for optimizing risk reduction and minimizing cost

Project Management

Supporting and advising on project delivery since our inception, enhancing project performance is literally in our name and DNA, and our greatest overarching capability. We have a long history of assisting government and commercial clients in Independent Reviews and analyses, bringing the "best and brightest" subject matter experts to bear on large project health assessments and project recovery. Proposal Management

PEC has taken our contract-winning, in-house proposal development and management processes and developed them into a turn-key capability for clients competing for government agency work. We are skilled at working with management and staffs to evaluate corporate or team weaknesses and recommend unique elements, corporate improvements, and incorporating other key discriminators into proposals which set our clients apart from their competitors.

PEC also has experience developing proposal supporting documentation, such as developing quality assurance plans, transition plans, risk management and mitigation plans, and project management/project control plans. PEC’s proposal team draws on the deep experience of government service with technical, acquisition, and project management experience to evaluate government requests for proposals and craft winning responses to those proposals. Our team has served on federal source evaluation boards (SEBs) which provide us insight and understanding of what SEBs expect and demand from winning proposals.


Project Examples

PEC provides comprehensive technical and programmatic expertise to government clients at all management levels. We apply decades of nuclear cleanup program corporate knowledge to address project-specific technical challenges, as well as development and analysis of program alternatives. In the area of Program Planning and Budget, for example, our team develops a broad array of products, briefings and reports on program technical alternatives, priorities, costs, impacts, and trends for use by senior Federal managers, Congress, and other external stakeholders. Some examples of our relevant projects are:

  • PEC was the prime contractor supporting the EM-HQ Recovery Act Program Office during all phases of planning and execution. We provided critical analysis that established viable investment opportunities, leading to the receipt of $6 billion in Recovery Act funding for accelerated cleanup at DOE's sites. During execution, our expert staff were heavily involved in project/portfolio management and project controls, independent project and baseline reviews, and project/financial performance reporting. In short, PEC supported all aspects of program planning, execution, and closeout of this aggressive and unprecedented initiative, which resulted in the reduction of billions of dollars in life-cycle costs for the Department of Energy.
  • Our company is also making measurable impacts by providing expertise and analysis to the environmental cleanup program in development of EM’s strategic investment portfolio to support near-term and long-term cleanup completion goals. One ongoing example is the analysis we conduct in support of optimizing tank waste disposition – DOE's largest and most technically complex cleanup challenge – for substantial savings in the long term.
  • PEC supported the Office of Civilian Radioactive Waste Management (OCRWM) with improving their ground-breaking program, focusing on the area of Quality Assurance. Our support ultimately resulted in successful submission of the licensing application for the largest ever proposed nuclear waste disposal facility.
  • PEC has also been providing programmatic and technical support to the Department of Energy's Office of Health, Safety, and Security and its predecessor organization for almost 10 years. In this effort, PEC has assisted with program guidance and has been instrumental in the innovation, initiation, and development of key program elements in the areas of safety and health, quality assurance, and lessons learned.

PEC brings over 15 years of experience in helping develop and improve government programs in both HQ and field operations. Our staff have provided expert programmatic strategies and advice to high level government officials, and support inter-agency forums, working groups, and advisory councils. Through our direct experience with field elements, PEC understands the importance of maintaining an operational awareness of field implementation issues, the need to foster participation of field elements in providing feedback on directives and standards, and the sharing of lessons learned and best practices among field personnel.
