Plutonium Material Stabilization Systems - At the Hanford Plutonium Finishing Plant, plutonium no longer needed for defense purposes is being stabilized to nonreactive chemical and physical states and then packaged for storage prior to ultimate disposition.  PEC has assisted our clients in their:
  • design and installation of material stabilization systems
  • technical strategic planning
  • project engineering
  • schedule and procurement expediting
  • conducting radiological safety assessments
  • planning and coordinating off-site and stakeholder involvement

PictureRequirements Based Surveillance and Maintenance (RBSM) - PEC Staff have had a central role in the development and implementation of an RBSM review process.  We have extensive experience integrating risk assessment methodologies with compliance requirements to assist clients in setting priorities and making decisions relative to managing work.  PEC has also been instrumental in assembling information on RBSM activities for distribution via the Internet.

Integration and Disposition of Nuclear Materials - PEC is experienced in identifying and analyzing integration opportunities and material disposition paths throughout the DOE complex, evaluating, defining, and providing the elements for baseline and alternative pathways for nuclear materials.  Specifically, PEC staff supported the Nuclear Materials Integration (NMI) project of 1998.

Safeguards and Securities Project Management - PEC has successfully shown the value of integrating safeguards and security (S&S) early in the project baseline process.  We have used our knowledge of nuclear material S&S requirements to accelerate facility cleanup at the Plutonium Finishing Plant, Rocky Flats, and at the Los Alamos National Laboratory.  Cleanup was accomplished through the integration of S&S issues with other project management requirements.  PEC offers national-level experience and knowledge of National Security Policy, as well as detailed experience in Protection Program Management and policy implementation at the field site level.  PEC led the Hanford Alternative SNM Storage of Tons study to identify the best option for the storage of Special Nuclear Material and address the security implications associated with the September 11th terrorist attacks.

Nuclear Materials Inventory Systems - PEC provides analysis of nuclear material inventory information and information management systems for DOE Program offices and field sites.  PEC has been instrumental in coordination of DOE annual nuclear materials inventory assessments and in the development of improvements to assessment processes and systems.

Surveys of DOE Excess Facilities - PEC participates in the survey of facilities for which there is no future DOE mission.  The objective of the survey is to assess hazards and the costs to conduct surveillance and maintenance while the facility awaits deactivation or decommissioning.  PEC's role involves creation of the survey process as well as the conduct of survey procedures at numerous facilities.

PictureDeactivation – Handbook/Web Site Development - Experience gained in managing, engineering, and implementing facility deactivation has been captured in DOE’s Deactivation Handbook.  PEC has been instrumental in assembling information and writing the handbook, as well as preparing it for distribution via the Internet.

Licensing and Regulatory Support Services - In support of licensing of Nuclear Power Plants for 60-year operations,  PEC captures the License Renewal Application (LRA) and myriad supporting documents leading to approval of the LRA by the U.S. Nuclear Regulatory Commission.  The information is indexed and formatted for CD-ROM distribution with extensive mapping and linking of documents so that users can quickly find the specific information they want in as many as 100 documents.

Spent Nuclear Fuel - PEC manages and provides engineering and project management support to the Fuel Retrieval Systems (FRS) Project at Hanford’s K-Basins, including the design, construction, testing, and turnover phases of the project.  The FRS Project provides for the removal of spent nuclear fuel, from aging underwater storage basins to dry storage, from the Columbia River in SE Washington State.  Specific areas of PEC expertise include project management/control, engineering, and strategic planning.

ES&H Management Support Services - PEC and its staff have provided support to the DOE efforts to implement commercial ES&H management practices across the DOE complex.  This includes support to DOE’s recent initiatives to incorporate Work Smart Standards (S/RIDS/s and N&S) and Integrated Safety Management Systems (ISMS) into their site operations.  In addition, PEC staff has been involved in the research and identification of commercial ES&H “best practices” and “best in class” systems in benchmarking DOE ES&H.

Deactivation/Decommissioning of Nuclear Facilities - PEC Management was at the center of the deactivation of PUREX and B-Plant at Hanford prior to the creation of PEC.  Currently, all PEC technical staff are involved in the deactivation/ decommissioning process of nuclear facilities across the DOE complex, from the Plutonium finishing Plant at Hanford to F Canyons at Savannah River.

ALARA Reviews - PEC has provided ALARA engineering and management support to DOE site contractors to ensure that occupational exposure is maintained as low as reasonably achievable (ALARA).  This support has been particularly useful in the development of site ALARA programs and the justification of facility design and physical controls during the design of new facilities or the modification of old facilities.

Environmental and Waste Management Services - PEC staff members have many years of experience managing and implementing environmental and waste management programs.  These services have included engineering support to commercial and governmental facilities in the design and construction of solid and liquid waste processing systems.  In addition, PEC staff have worked cooperatively with industry groups (i.e. EPRI, NEI) to assess and promote waste minimization and pollution prevention programs, including the performance of environmental compliance and hazard assessment reviews.
