United States Department of Energy - Headquarters

  • Developed and provided technical support to the Office of Integration and Disposition Technical Information Exchange (TIE) and the Field Outreach Initiative (FOI)
  • Created material disposition tools to assist the integration of DOE programs and the closure of the Rocky Flats Site
  • Authored the Deactivation Handbook and directed the creation of the DOE-EM Deactivation website.
  • Participated in the development of DOE O 430.1A for Life Cycle Asset Management with a focus on performance-based requirements

Hanford

  • Plutonium Finishing Plant (PFP)
    • Materials stabilization - process and project engineering, technical planning, material flow analysis, ALARA engineering
    • Rebaselined project for plutonium stabilization/ deactivation/ decommissioning
    • Facilitated acceptance of alternate plutonium stabilization technologies
    • Deactivation & Decommissioning (D&D) planning - provided lessons learned from RFETS, D&D project end points and CERCLA planning
  • Spent Nuclear Fuel Project (SNF) - Installed new plutonium packaging system Spent Nuclear Fuel Project (SNF)
  • Re-baselined and managed fuel retrieval project
  • Waste management engineering support for TRU retrieval project, intact hot cell disposal
  • Strategic Corporate Assistance - created and implemented a requirements review process leading to more than 30 million/year savings

Idaho

  • Accelerated fuel movement and facility deactivation at the Test Area North Facility
  • Conducted a cost estimate to demolish the LOFT facility and project the resulting waste volumes. Also provided end point specifications to establish deactivated facility conditions
  • Recommended process for transfer of inactive facilities to D&D

International Atomic Energy Agency

  • Participated in development of guidance for transition of facilities from operations to shutdown

Los Alamos National Laboratory (LANL)

  • Safeguards and Security Management Planning support and Protection System Validation.  Supported Los Alamos in the approval of Site Safeguards & Securities Plans
  • Tritium Systems Test Assembly Facility-Provided Stabilization/D&D integrated planning, including conceptual project plan, end point specifications, and estimating

National Facility Deactivation Initiative (NFDI)
(For our work with NFDI we received the Vice Presidential Hammer Award for cost reduction in government)

  • Developed national strategy for implementation of NFDI
  • PEC is one of DOE’s contractors of choice to provide material and facilities disposition services nationally
  • Created and implemented the DOE’s method for streamlining facility surveillance and maintenance
  • Created and implemented the DOE’s process for assessing facilities for D&D
  • Conducted surveys and survey condition reports for transfer of excess facilities to D&D
  • Conducted studies to address special Nuclear Material Storage Issues and Safeguard Security Implications, resulting in cost savings and efficiency gains
  • Provided lessons learned from NFDI activities across the DOE complex

Savannah River Site

  • Supported the development of a Project Management Plan for the deactivation of F-Canyon
  • Using the DOE’s requirement-based surveillance and maintenance (RBSM) process,  helped the client realize significant savings in surveillance and maintenance activities at F-Canyon (RAD-CON)
  • Conducted site-wide RBSM as an integrated team with facility personnel
  • Supported development of plutonium material management and disposition plans
  • Provided technical review of the Tritium Extraction Facility design

Oak Ridge

  • Achieved significant savings in surveillance and maintenance activities at building 9206 using the DOE’s RBSM process
  • Developed specifications for deactivation of the 3019 facility to support a solicitation for commercial isotope extraction

Rocky Flats Environmental Technology Site (RFETS)

  • Provided technical and analytical support for all SNM, consolidation, storage packaging, and shipment associated with site closure
  • Assisted in Safeguards and Security Management and planning
  • Assisted in validation of the Protected Area (PA) Reconfiguration Plan and approval of the "New" 371 Parameter Intrusion Detection and Assessment System (NPIDAS)
