Senior Policy Consultant

Location:      Germantown, Maryland

Responsibilities:

  • Advise Senior Executive and Political Appointee Level Federal Managers regarding policy, strategic planning, budgeting and project execution.
  • Coordinate the activities of PEC Senior Project Engineers and Managers and responsible for directing and controlling programs to ensure execution of programs according to schedule, budgets and contractual commitments.
  • Deliver reports, policies, orders, standardized operating procedures and documents used to manage and oversee DOE activities on a daily basis.
  • Coordinate the gathering of information from various sources and databases to measure the safety and quality performance of client organization.
  • In-depth analysis of collected data, identifying trends and indications of data and providing options and recommendations on policies and procedures.
  • Develop benchmarks and performance measures to support program improvements.
  • Lead special projects as they arise.

Required Qualifications:

  • Bachelors Degree in a related field of Engineering/Science, Technology or Business Administration, or related field.
  • 20+ years of related experience.
  • Demonstrated experience managing contracts/projects within the US Department of Energy of $4 million or more annually in such areas as nuclear materials, D&D, project controls, budgets, environmental management, risk management, and /or general project management.
  • Ability to demonstrate excellent performance under a rigorous quality assurance program, with a strong commitment to worker safety and health.
  • Experience setting policies and procedures and establishing performance measurement guidelines.
  • Knowledge and experience with the Department of Energy’s sites, standards, procedures and guidelines and industry methodologies.
  • Exceptional organizational and multitasking skills.
  • Excellent oral and written communication skills.
  • Extensive experience with the Microsoft Office Suite including advanced word processing using Microsoft Word, as well as, Excel, Power Point and Outlook.
  • Comfortable with working directly with clients in an environment that changes rapidly, and requires occasional long hours.
  • Site access will require the qualified candidate be a U.S. citizen with the ability to obtain a U.S. Department of Energy (DOE) security clearance. The candidate’s written consent to conduct a background check for the purposes of obtaining a security clearance will be required as a condition of employment.
  • A pre-employment test for the absence of any illegal substances will be required. Ongoing reviews and tests for the absence of illegal substances may also be conducted for continued access to client sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired or Preferred Qualifications:

  • Higher educational levels are preferred, but not required.
  • Active DOE Security “Q” clearance or immediate reactivation a plus, but not required.
