Employment Position: Operations Research Analyst

This position will support the Department of Energy’s (DOE) office of Health, Safety and Security (HSS). HSS is responsible for policy development and technical assistance; corporate safety, including analysis and security programs; education and training; independent oversight throughout the DOE complex; and enforcement. The Chief Health, Safety and Security Officer advises the Secretary and the Deputy Secretary on all matters related to health, safety, environment, safeguards, and security across the DOE complex. This position will provide support in the analysis of safety data that will be used in making programmatic decisions.

Location:        Germantown, MD

Responsibilities:

• Perform studies to develop and improve methodology for data analyses and evaluations. 
• Utilize judgment and expertise to define alternatives, constraints and assumptions.
• Formulate and develop required methodologies, techniques and tools.
• Evaluate data, prepare reports for analyzing data and associated presentations for analysis findings.
• Organize, coordinate and synthesize the contributions of others in addition to the incumbents own investigative analysis and evaluation efforts.
• Develop effective presentation of significant findings that reflect a high level of professional competence and are defensible against critical evaluation. 
• Prepare and present internal programs and reports.

Required Education / Skills:

• Master’s Degree in Operations Research preferred, with an emphasis on statistics, non-parametrics and exploratory data analysis and a minimum of 2 years of experience; or a
• Bachelor’s of Science Degree, with course work to include at least 24 semester hours in a combination of operations research, mathematics, probability, statistics and mathematical logic courses, plus 5 years of practical, real world problem solving work experience.
• Professional knowledge of a wide range of methods and techniques used in operations research studies, to include scatter plots, box plots, parallel coordinate plots and other graphical devices.
• Demonstrated expertise in the re-expression and transformation of data; influence and leverage; and dimensionality reduction methods such as projection pursuit.
• Ability to recommend those methods suitable for producing explicit findings and evaluations.
• Knowledge of and skill in applying and adapting/modifying standard approaches to gather, analyze and evaluate information concerning complex processes, operations or questions.
• Skill in written and oral communications sufficient to present information on the scope, methods and results of studies.
• Skill in articulating and discussing complex issues.
• Must be an independent, self starter who is also comfortable working with a team of technical experts in varying fields of scientific and engineering disciplines.
• Comfortable working directly with a diverse range of clients and government personnel in an environment that changes rapidly and requires occasional long hours.
• Able to assure quick-turn-around work under tight deadlines.
• Must be a quick study in learning the details of DOE business.
• DOE site access will require the qualified candidate be a U.S. citizen with the ability to meet the requirements to obtain an L or Q security clearance. The candidate’s written consent to conduct a background check for the purposes of obtaining a security clearance will be required as a condition of employment.
• Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.
