Training Analysis Specialist — Part-time (6–12 mos)

Location:      Washington, DC

Primary function is to develop and implement strategies for organizing and conducting analysis projects; coaches and assists others (as directed) with analysis projects; manages the NA-40 analysis database (Vision from Focus Learning) and overall NA-40 analysis program.

Responsibilities:

  • Participate in a participant feedback program to promote continuous improvement.
  • Support and assist the Manager/Supervisor as directed.
  • Conduct studies involving analysis of specific programs, functions, and organizations for the agency including, but not limited to, needs assessments, training effectiveness evaluations, job analyses, functional analyses, task analyses, etc., from start to finish, using methods consistent with those of Instructional Design.
  • Assist in the development and implementation of plans to accomplish objectives in support of the Office of Emergency Operations training programs.
  • Assist and train staff members as needed in developing, analyzing, evaluating, and advising on methods and techniques to improve organization work processes, procedures, information systems, documentation, and similar functions.
  • Assist with defining scope and determining cost and resource estimates, coordination, and other project management functions as needed.
  • Incorporate recommendations from assessments and/or statistical analysis.
  • Assist with reports on the status of all training projects, as well as oversight of the training records management system.
  • Assist in the management and maintenance of course catalogs as well as scheduling for periodic course updates.
  • Interface with Office of Preparedness customers for coordination of training requirements and/or analyses, and implement solutions as applicable.
  • Conduct necessary research to develop training courses, workshops, and/or seminars for on-line, in-resident, or mobile training courses
  • Prepare student materials, including handouts, completion certificates, and course critique forms; using course materials and providing training to customers, as specified in the task order.
  • Assist others as needed in the conduct of formal classroom courses, workshops, and seminars.
  • Perform all necessary activities to comply with and support the Office of Preparedness Business Management System and associated ISO 9001 registration.
  • At the discretion of the Manager/Supervisor and COR, the position may also be required to perform as functional lead providing supervision, support, guidance, direction, or general oversight to other personnel as directed.

Required Qualifications:

  • MA or equivalent experience, plus 5 years of experience conducting job/task analyses, functional analyses, and other analytical processes IAW DOE Standards.
  • Expert in analyzing performance issues.
  • Must have outstanding interpersonal skills to ensure positive interactions with customers at all levels of authority.
  • Ability to use proper English (U.S.) Grammar to communicate effectively, both orally and in writing.
  • Ability to work with other Office of Emergency Response team members or with subject matter experts (as appropriate).
  • Ability to obtain a DOE “L” clearance.
  • Willingness to work directly with clients in an environment that changes rapidly, and requires occasional long hours; must possess a mature approach to the personal interactions between a consultant and the client.
  • Extensive experience with the Microsoft Office Suite, including advanced word processing using Microsoft Word, as well as Excel, PowerPoint, and Outlook.
  • The candidate’s written consent to conduct a background check and a pre-employment drug and alcohol screening for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
  • May require the periodic successful completion of a counterintelligence-scope polygraph examination.

Working Conditions:

  • Work is normally performed in an office, workshop, or classroom setting.
  • Occasionally, work is performed outdoors in support of a training exercise.
  • The worker may be exposed to dust, fumes, loud noises, and the environment.
  • Travel up to 25% may be required.
  • Work is sedentary, which requires sitting most of the time, and may involve standing, walking, and kneeling for brief periods.
  • May also involve minimal or infrequent lifting or carrying.
