Senior Program Analyst / Technology Integration Program (Full-time)

Location:      Washington, DC

This position will support the Department of Energy’s (DOE) / National Nuclear Security Administration’s (NNSA) Office of Nuclear Incident Response (N-84) and, specifically, its Technology Integration (TI) Program. The purpose of this Technology Integration Program support position is to provide direct support to all facets of the TI program. Areas of responsibility include coordinating and facilitating meetings and VTCs, reviewing program plans and policies, coordinating with the lab program managers at multiple DOE sites, and coordinating with interagency partners. The position requires some travel; at a minimum, the position will travel to the Technology Integration Management Review annually in late April or early May. The position fulfills the need to have someone in the office that has general knowledge and awareness of all TI initiatives and can facilitate as a primary point of contact.

Responsibilities:

  • Track and manage TI program tasks including internal initiatives and externally mandated activities; a high degree of proficiency with the TI Program’s internally developed web management software (webPMIS) or any future management systems will be developed.
  • Prepare briefings regarding TI program activities, capabilities, requirements, and initiatives.
  • Schedule, coordinate, and—in the absence of the program manager—lead large and small events, meetings, conferences, and working groups.
  • Provide assistance with budget tracking and associated actions.
  • Be prepared to respond during radiation/nuclear crises as staff to a deploying Senior Energy Official, the Nuclear Incident Team, or agency representatives at Multi-Agency Coordination Cells.
  • Review technical reports and provide guidance and feedback to contributing laboratories.
  • Attend technical meetings and provide meeting summaries as directed.
  • Additional responsibilities as deemed appropriate by the TI Program Manager.

Required Qualifications:

  • Associates Degree, plus three years of government experience preferred; or five years of government or military experience.
  • Site access will require the qualified candidate be a U.S. citizen with an active DOE “Q” or DoD Top Secret Security Clearance and Sensitive Compartmentalized Information.
  • Must be able to process a variety of information, evaluate costs and benefits, and solve complex problems.
  • Ability to read and understand requirement documents and develop plans, programs, procedures, and processes to support them.
  • Skilled in the use of databases and spreadsheets; comfortable extrapolating information from multiple sources and generating reports on the results.
  • Ability to gain proficiency with new software packages and instruct others in their use.
  • Extensive experience with the Microsoft Office Suite including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • Must be willing to support emergency response operations and incident management with an on-call requirement including after hours, extended shifts and weekends.
  • The candidate’s written consent to conduct a background check and a pre-employment drug and alcohol screening for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
  • May require the periodic successful completion of a counterintelligence-scope polygraph examination.

Desired or Preferred Qualifications:

  • Bachelor’s degree in engineering, science, or business.
  • Experience in development of technology for radiological/nuclear incident response.
  • Experience in radiological/nuclear incident response.
  • General knowledge of agency organization and structure.
  • Ability to rapidly learn and understand agency programs.
