NA-84 Senior Program Analyst / Science and Technology Program (Full-time)

The Science and Technology Program in the NNSA Office of Nuclear Incident Response (NA-84) develops and integrates high technology readiness level (TRL 5-9) technologies into the response capabilities for the office to ensure response assets have the best tools available to accomplish their missions. Major initiatives include development of, or recapitalization of, gamma and neutron radiation detectors, including imaging systems, together with the software to support them, X-ray imaging systems, and other specialized technologies to support the mission of the office. The office has an immediate need for technical program management support. Areas of responsibility include coordinating on technology issues with other program managers in NA-84, within the NNSA writ large, with the scientists performing the work at multiple DOE sites, and with interagency partners; reviewing program plans and policies, technical documents, and proposals; and helping to coordinate the annual program review and other meetings. The Science and Technology analyst will maintain awareness and general knowledge of all current initiatives within the program and serve as a POC for the program office. This position will require travel.

Responsibilities:

  • Track and manage program tasks, including internal initiatives and externally mandated activities; a high degree of proficiency with the program’s internally developed web management software (webPMIS), or any future management systems will be developed.
  • Prepare briefings regarding program activities, capabilities, requirements, initiatives, and technologies.
  • Schedule, coordinate, and—in the absence of the program manager—lead large and small events, meetings, conferences, and working groups.
  • Provide assistance with budget tracking and associated actions.
  • Be prepared to respond during radiation/nuclear crises as staff to a deploying Senior Energy Official, the Nuclear Incident Team, or agency representatives at Multi-Agency Coordination Cells.
  • Review technical reports and proposals and provide system-level and programmatic guidance and feedback to contributing laboratories.
  • Attend technical meetings and provide meeting summaries as directed.
  • Additional responsibilities as deemed appropriate by the Program Manager.

Required Qualifications:

  • Associates Degree, plus three years' of government experience preferred; or five years' of government or military experience.
  • Site access will require the qualified candidate be a U.S. citizen with the ability to obtain and maintain a DOE “Q” as well as DoD Top Secret security clearance and Sensitive Compartmentalized Information access authorization.
  • Ability to read and understand requirement documents and develop plans, programs, procedures, and processes to support them.
  • Comfortable extrapolating information from multiple sources and generating reports on the results.
  • Ability to gain proficiency with new software packages and instruct others in their use.
  • Extensive experience with the Microsoft Office Suite including advanced word processing using Microsoft Word, as well as Excel, PowerPoint, and Outlook.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • Must be willing to support emergency response operations and incident management with an on-call requirement including after hours, extended shifts, and weekends.
  • The candidate’s written consent to conduct a background check and a pre-employment drug and alcohol screening for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
  • May require the periodic successful completion of a counterintelligence-scope polygraph examination.

Desired or Preferred Qualifications:

  • Bachelor’s degree in engineering, science, or business.
  • Experience in development of technology for radiological / nuclear incident response.
  • Experience in radiological / nuclear incident response.
  • General knowledge of agency organization and structure.
  • •Self-starting, with the ability to complete tasks with little to no guidance.
  • Ability to rapidly learn and understand agency programs and partnering agency operations.
