Senior Program Analyst / Consequence Management Program (Full-time)
Location: Washington, DC
This position will support the Department of Energy’s (DOE)/National Nuclear Security Administration’s (NNSA) Office of Nuclear Incident Response (NA-84), and specifically its Consequence Management (CM)
Program. The capacity to multitask, manage multiple project objectives and requirements simultaneously, and to optimize the use of program funds and resources is a must. Excellent listening and organizational
skills will be as important, as will outstanding written and oral communication skills. This on-site position requires frequent interaction with federal clients and stakeholders as well as the ability to translate
technical information for a more general audience. The ability to think strategically and translate strategic goals into operational steps and tactical objectives is essential.
Responsibilities:
- Project Management
- Organize and support management of programmatic engagement with the interagency and interagency stakeholders.
- Work closely with engineers, scientists, and others to create, revise, and edit technical documents, spreadsheets, graphs, and other deliverables.
- Assist with tracking programmatic policies, agreements, and correspondence.
- Provide assistance to track milestones, deliverables, and budgets for interagency work.
- Drills, Exercises, and Operations
- Assist in the development, execution, and after-action reporting of internal programmatic drills and exercises.
- Work with National Labs in supporting their positions within departmental operations and exercises.
- Support emergency response operations and incident management with an on-call requirement, including after hours, extended shifts, and weekends.
Required Qualifications:
- BS or BA, plus five years’ experience preferred; with an emphasis on radiological and nuclear response policy and expertise preferred, or equivalent combination of education
and experience in relevant fields such as nuclear security or incident response.
- Certification as a Project Management Professional with 2–5 years’ experience in program management.
- DOE site access will require the qualified candidate be a U.S. citizen with a current Top Security or Department of Energy Q Clearance and SCI.
- Experience in the DOE/NNSA enterprise, to include national laboratories or stakeholder agencies, especially for the Consequence Management mission.
- Knowledge of federal nuclear and radiological incident response plans and programs.
- Experience working with interagency and industry policy makers.
- Skilled in articulating complex issues at a level easily understood, in both oral and written form.
- Demonstrated writing and editing skills in the creation of documents, plans, procedures, and proposals.
- Willingness to work directly with clients in an environment that changes rapidly, and requires occasional long hours; must possess a mature approach to the personal interactions between a consultant and the client.
- Must be an independent self-starter with excellent organizational skills and the ability to multi-task and be comfortable working with a team of technical experts in varying fields of scientific and engineering disciplines.
- Extensive experience with the Microsoft Office Suite, including Microsoft Word, Excel, PowerPoint, and Outlook.
- Must be willing to support emergency response operations and incident management with an on-call requirement including after hours, extended shifts and weekends.
- The candidate’s written consent to conduct a background check and a pre-employment drug and alcohol screening for the purposes of maintaining a security clearance will be required as a condition of employment.
- Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
- May require the periodic successful completion of a counterintelligence-scope polygraph examination.
