Senior Operations Advisor to Assist NA-84 (Full-time)

Location:      Washington, DC / Department of Energy Forrestal Building

This position is a Senior Operations Advisor to assist the Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Nuclear Incident Response (NA-84) in the development and execution of the Operations and Exercise (OPX) program. In addition, this position will support NA-84 Operations and Exercises program in the planning and execution of exercises, drills, training, and after-action results related to the NA-84 mission. The focus will be subject matter expertise directly reporting to the OPX Program Manager. The Senior Operations Advisor will also serve as an on-call member of an emergency response team to support emergency operations in the DOE Headquarters building (Forrestal) or in support of deployed field assets at remote locations.

Responsibilities:

  • Provide technical and administrative support to a broad range of operations and exercise-related policies, meetings, exercises, and responses.
  • Track issues and topic areas that cross programmatic boundaries which impact the Operations and Exercise Program.
  • Facilitate communication and program-related information across the NA-84 mission space, because OPX interacts with all NA-80 programs.
  • Brief and interact at Senior Leader levels and cultivate direct working relationships with interagency and international partners.
  • Schedule, prepare, and distribute agenda and technical briefing for and travel to meetings.
  • Coordinate and track multiple plans, policy, and program initiatives.
  • Maintain coordination with NA-40 and ensure Emergency Management Enterprise reporting requirements are met.
  • Serve on-call when required, typically for one week each month, and report to work within 2 hours of notification. Must be willing to support emergency response operations and incident management with an on-call requirement including after hours, extended shifts, and weekends.

Required Qualifications:

  • Bachelor of Science degree, minimum, plus 5 years’ emergency response program experience, with an emphasis on radiological and nuclear response policy and expertise preferred.
  • Experience working with the interagency on matters related to radiological and nuclear response recommended.
  • Minimum 2 years of experience developing, planning, and executing exercises, including TTX, CPX, FTX, and After Action events.
  • Understanding of HSEEP and the interagency exercise planning process preferred.
  • Must possess strong, clear, and concise communication skills.
  • General knowledge of agency organization and structure.
  • Work after-hours, extended shifts, and on weekends when required during emergency responses and exercises.
  • Up to 50% travel may be required to support operations, training, and meetings.
  • Proficiency in using Microsoft Office, with expertise in using Microsoft Excel.
  • Willingness to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the client.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
  • DOE “Q” Security Clearance or Department of Defense (DoD) “Top Secret” Security Clearance Required.
  • The candidate’s written consent to conduct a background check and a pre-employment drug-and-alcohol screening for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
