Security Policy Specialist

Location:      Germantown, Maryland

This position will provide direct support to the Department of Energy’s (DOE) Associate Under Secretary for Environment, Health, Safety and Security in the Office of Security Policy. The Office supports the protection of Departmental assets through the development of Departmental Safeguards and Security policies that govern protection of DOE nuclear facilities, nuclear weapons components, special nuclear materials, and classified information.

Responsibilities:

  • Assist with the development of draft safeguards and security (S&S) policy, primarily in the protective force and physical security areas.
  • Review and develop draft positions on deviations to S&S policy.
  • Review and comment on draft DOE policies, directives, and technical standards, etc.
  • Support all protective force and S&S policy panel meetings and activities.
  • Review and comment on draft and final reports from internal and external oversight organizations.
  • Develop background information and/or draft information papers for management regarding a wide variety of security topics.
  • Participate as a team member in special Program reviews, audits, inspections, or surveys.
  • Research S&S policy clarifications.
  • Review and assess new or current national policies to ensure Departmental policies are current.
  • Brief office personnel on various actions, internal reviews, policy research, and/or suspended items.
  • Coordinate meetings, take minutes, and prepare report for distribution.
  • Prepare security briefing, reports, statistics, and/or papers.
  • Analyze data and compile reports, presentations, papers, or memos.
  • Draft, mark, control, protect, and/or disseminate classified documents.
  • Track actions in the Correspondence Tracking System.

Required Qualifications:

  • Must have an active security clearance. (Requires access to highly classified/restricted data documents and/or materials and demands the highest degree of public trust.)
  • College Degree in a related field, from an accredited university, with ten years of experience.
  • Knowledge of techniques to protect special nuclear materials classified documents and information against diversion, theft, sabotage, and espionage.
  • Possess writing and editing skills in the creation of documents, plans, procedures, and proposals.
  • Able to compile information and statistics in support of a policy assessment process. /li>
  • Able to evaluate the application of a wide range of security requirements, plans, systems, and procedures sufficient to evaluate compliance with regulations and standards and the overall effectiveness of a directive.
  • Skilled in articulating complex issues at a level easily understood, in both oral and written form.
  • Extensive experience with the Microsoft Office Suite, including advanced word processing using Microsoft Word, as well as Excel, PowerPoint, and Outlook.
  • DOE site access will require the qualified candidate be a U.S. citizen and possess an active Q or TS security clearance. The candidate’s written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired or Preferred Qualifications:

  • Experience working in the development and/or maintenance of national level policy as it applies to armed protective forces.
  • Experience in the DOE Complex.
