Research Data Analyst

Location:      Department of Energy (DOE) Forrestal Building in Washington, DC

The successful candidate will work within the offices of the U.S. Department of Energy’s (DOE) Office of Small and Disadvantaged Business Utilization (OSDBU) performing data analysis to evaluate and enhance DOE’s Small Business Program. The ideal candidate will have exceptional skill and passion for data mining, analysis, and presentation and will be able to identify/suggest improvements in current data analysis and presentation approaches. This person must be exceedingly well organized, flexible and enjoy the technical challenges of supporting a busy office of diverse people and programs.

The ability to interact with staff at all levels in a fast-paced environment, many times under pressure, remaining flexible, proactive, resourceful, and efficient, with a high level of professionalism and confidentiality, is essential. Attention to detail is crucially important.

Responsibilities:

  • Perform data analysis and conduct studies of existing data and techniques; analyze data results and assist with implementing process improvement for DOE OSDBU.
  • Perform data analysis in support of communication requests including, but not limited to, controlled correspondence, unsolicited proposals, responses required by the SB-1 office, Director, Freedom of Information Act inquiries, requests for programmatic information, and telephone/e-mail information requests.
  • Develop Performance Reports to identify and implement improvements; create and generate Monthly, Quarterly, and Annual Reports of DOE OSDBU’s data, from the Federal Procurement Data System-Next Generation (FPDS-NG) database, and Electronic Subcontracting Reporting System (e-SRS).
  • Provide guidance of Small Business Acquisition Vehicles via databases such as e-Portal Commerce System, FSS schedules, FPDG-NG, e-SRS, i-Portal, SBA’s Dynamic Small Business Search databases, etc.
  • Provide technical expertise, performing web management and information technology services for DOE OSDBU’s website information and graphics.
  • Maintain initiative, flexibility, and cooperation in a team environment.

Required Qualifications:

  • Bachelor’s Degree, with 3+ years of experience preferred; or equivalent combination of education and experience.
  • Ability to review multiple information systems for relevant data.
  • Proficient in the Microsoft Office Suite: Microsoft Excel, PowerPoint, Outlook, and Word.
  • Strong organizational skills with the ability to multitask.
  • Excellent oral and written communication skills.
  • Must be self-motivated and have the ability to work independently.
  • Dedicated and flexible approach to work.
  • Willingness to work directly with clients in an environment that changes rapidly, and requires occasional long hours.
  • Ability to meet the requirements for a DOE Building Access badge.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access will require the qualified candidate be a U.S. citizen. The candidate’s written consent to conduct a background check and testing for the absence of any illegal substances is required as a condition of employment.
  • Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.

Desired or Preferred Qualifications:

  • Knowledge of official Government databases/websites (i.e., FPDG-NG, e-SRS, i-Portal, etc.) a plus, but not required.
