Chief Operating Officer (COO)

As Chief Operating Officer at PEC, Jay brings 15 years of experience in the commercial nuclear power industry as a Health Physicist and Environmental Engineer at the Peach Bottom Atomic Power Plant, the Salem Generating Station, and the Perry Nuclear Power Plant in Cleveland, Ohio. At Perry, Jay was responsible for the development and management of radiological and environmental engineering programs and served as the off-shift Plant Health Physicist during plant outages. He was also the Project Manager for the design and startup of numerous capital projects including an on-site storage facility for nuclear waste. His 10 CFR 50.59 Safety Evaluation of the Interim Storage of Low Level Radioactive Waste at Commercial Sites was the first of its kind reviewed and approved by the NRC and was later used by the Commission as a model to evaluate other licensee applications.

Jay is known for his innovative thinking and excellent project management skills in projects for Environmental Management (EM), Fossil Energy (FE), Electrical Delivery & Energy Reliability (OE), National Nuclear Security Administration (NNSA), and Health, Safety & Security (HSS). His work in developing the Requirements Based Surveillance and Maintenance (RBSM) review program, performed at over 43 facilities across the DOE complex, helped save $100 million annually in unnecessary surveillance costs. His Project Risk Assessment tool has been used for numerous capital projects to identify and control project risks.

Jay is the chief architect of several corporate databases and dashboards that are designed to monitor worker safety and health issues, including the development of U.S. Department of Energy’s (DOE) first set of leading safety indicators. Jay has the lead role in supporting the Office of Health, Safety and Security (and its predecessor organization, Environment, Safety and Health) for the past 7 years, where he continues to receive accolades for innovative thinking in the analysis of work safety and health issues.
